[svn r8365] TracMercurial for 0.11: fix compatibility with Mercurial 1.3, patch from kastner_masilko@festo.at.
`ui.setconfig` is there since a long time, so the change doesn't break compatibility with older versions of Mercurial.
This closes #8460.
